Yes, he does answer letters — I have one. I wrote to him in desperation regarding the boar problem in the Forest of Dean and like all politicians he didn’t actually answer my letter himself but passed the complaint on to Kevin Stannard of the Forestry Commission who sent him the standard answer about culling half(?) of them which he, Mark Harper, sent to me from the Houses of Parliament  — with a first class stamp.
